ABE Protocol Certifies Members to Complete Scottish EPC's

Energy Perfomance Buildings Directive - Scottish Standards

The Association has been working on a range of legislative developments and the implementation of these; one of which is the Energy Performance Buildings Directive (EPBD).

Purpose of the Directive

On 4 January 2003, Directive 2002/91/EC of the European Parliament and Council came into force. The objective of this Directive is to promote improvement of the energy performance of buildings. Member States of the European Union are required to bring into force the laws, articles and administrative provisions necessary to achieve compliance. The Energy Performance Certificates, which are presently required for three- and four-bedroom homes, are being extended to cover commercial buildings, new builds, rented and let properties – in effect, a global context.

The Association has been in discussions with both Communities and Local Government (CLG) and the Scottish Standards Building Agency (SBSA). An agreement has been reached with the SBSA with the formal signing of a Protocol for ABE members.
The protocol states the following:

  • All members have met the required professional criteria for membership of ABE
  • All members have a knowledge of Scottish Building Standards Regulations and Procedures
  • All members adhere to the ABE rules of conduct; and
  • Published disciplinary procedures are followed when necessary.
ABE members identified as qualified to prepare Energy Performance Certificates (EPCs) will have obtained training on:
  • The use of Standard Assessment Procedure (SAP), Reduced Standard Assessment Procedure (rdSAP), Simplified Building Energy Model (SBEM) calculation tool or an approved alternative
    • With respect to the Scottish building standard regulations; and
  • Identification of cost-effective energy improvements
  • Energy audit surveying techniques where applicable.

The ABE Assessment Centre currently offers the DipDEA and further opportunities. This development in conjunction with the SBSA is a very positive step forward for ABE members.

The Association will initially be sending a questionnaire to all Scottish members seeking clarification and evidence of their Energyrelated training, SAP, RDSap etc, The ABE will be developing a suite of training opportunities for the New Year.
