About Display Energy Certificates

Display Energy Certificates (DECs) are required for those buildings occupied or part occupied either by a public authority or an institution visited by large numbers of the public, and with a total useful floor area greater than 1000m2. The DEC is accompanied by an Advisory Report (AR) providing recommendations to improve the energy usage within the building. DECs are to be placed in a prodominant place within a public sector building displaying the energy consumption data for that building and is required to be annually updated. The AR is not required to be displayed but is to be reffered to by senior management, this report is required to be updated every 7 years. Examples of those affected are:

Examples of public authorities include:

  • Central and local government
  • NHS trusts
  • Schools and higher education authorities (including universities)
  • Police
  • Courts
  • Prisons
  • MOD
  • Army
  • Executive agencies
  • Statutory regulatory bodies

Whether or not the public has restricted access.

Examples of these institutions include:

  • Schools (but not private schools)
  • Leisure centres (but not private clubs)
  • Hospitals (but not private hospitals unless NHS patients are admitted)
  • Public golf club houses
  • Libraries
  • Museums and art galleries sponsored by public authorities

Where a building is partly occupied by a public authority or a relevant institution, only the authority or institution is affected by this legislation. Other private organisations occupying the building, irrespective of the size they occupy, are not affected.

A DEC must contains the following information;

  • The operational rating and the asset rating as determined by the government approved methodology
  • Show the operational ratings for the building expressed in any certificates displayed by the occupier during the last two years
  • Include a reference value such as a current legal standard or benchmark
